It may be time to come clean and fess up: I use windows for my everyday work. So in itself, the "like Windows" thing is pretty meaningless. But this:
"Like Windows" to me conjures up images of a thousand different apps, each with their own nonstandard interface controls, each of which acts differently from all the others.
...is for me the salient point. Skinning may open the door to some really great designers, but it also opens it to hundreds of wannabe designers who don't know what makes a really great design. I know nobody will have their skins forced on them, but it will tarnish GC's image by association.

The official skin that comes with GC will be of the highest quality, and look great. Have no fears in regard to how it will look.
I see no problem with allowing skinning. If the sole reason that you object is because "some might look ugly", then I must say; That's not a very valid argument. Unlike modules which might be coded bad and eat tons of system resources, people will be able to look at a skin and see whether they think it's ugly or not.
As long as GC offers a very nice, clean UI as standard and people aren't forced to use another skin because the official one sucks; then your point just doesn't hold water. If a person uses a user developed skin, and it in turn makes their desktop look ugly; Oh well. That was the users choice to use the skin. But to say we shouldn't allow skinning because of the possibly of someone using a skin that you might consider ugly, sadly, isn't what we're trying to do with GC.
